World Wide Fund for Nature (WWF) is the largest independent non-government conservation organization in the world. WWF operates in 96 countries/regions with over 3000 staff worldwide. WWF provides financial and technical assistance to governments, NGOs, researchers and local communities for activities that protect eco-systems, biodiversity, and sustainable use of natural resources and energy. In China, WWF works in the fields of climate change, sustainable energy, wetlands conservation, forestry, protected areas management, species conservation, environmental education and eco-region management. Terms of Reference Position: Climate and Energy Programme Officer Location: China Programme Office, Beijing Reports to: WWF China Programme Representative Application Due: Start Date: Immediately Function: Lead initiatives in Climate Change policy, energy efficiency and renewable energy in China. This specifically includes: Policy research related to China's Energy Strategy White Paper and Climate Change policy development; Policy research on technology transfer and international cooperation; Promote awareness among key decision-makers of the impacts of climate change on China; support China's energy efficiency standards development in support of the Energy Conservation Law; facilitate government-business policy dialog through pilot business skills training project for renewable energy and energy efficiency entrepreneurs. Major Duties and Responsibilities: 1. Lead the development of a strategy for WWF's climate change and energy policy activities in China, which can position the organization as a link between the business and policy worlds in China and between China and the outside world. 2. Be responsible for overseeing the policy outputs of existing projects in: Climate Change policy research; development of energy efficiency standards and labeling (air-conditioners); commercialization of renewable energy and energy efficiency. 3 Liaise with WWF's Climate Campaign and WWF's International Development Cooperation programme to advocate new investments in environmentally sound energy technologies and for disseminating information to the international community on opportunities in China. 4. Liaise with WWF's Climate Campaign and WWF's International Development Cooperation programme to develop a communications strategy on climate change mitigation and impacts which can inform debates within China and raise consciousness of the issue. Supervises: None Working Relationships: 1.Internal: Regular contact with the China Country Representative and China Programme Administrator. Coordination with WWF Climate Change Campaign and WWF's International Development Cooperation programme. 2.External: Regular interaction with project partners including the Beijing Energy Efficiency Center (BECon), the Center for Renewable Energy Development, the State Bureau of Technology Supervision. Occasional contact with donors.
