Job Title: Tibet Biodiversity Conservation Program Manager Location: Lhasa, Tibet Reports to: China Programme Representative Supervises: Programme staff in Lhasa Terms of Reference Function: Manage and coordinate planning and implementation of WWF's Biodiversity Conservation Programme in Tibet (TBCP, project #CN0089) Responsible for planning, technical reporting, contracting, budgeting and program operations for TBCP. As a key member of the TBCP, collaborates with the government, NGOs and and WWF network in the Tibetan Plateau ecoregions on operational, programmatic, informational and fundraising activities related to the ecoregion. Serves as a point person and advocate for the ecoregion and requests for resources and information, as appropriate. Responsible for working with CPO Representative and Finance and Administration Unit to ensure that all reporting and contracting requirements are met for the projects within the Tibet Autonomous Region. Major duties and responsibilities 1.Represent WWF in coordinating the TBCP, manage WWF field office in Lhasa, maintain and deepen collaborative relationship with local partners, especially the Tibet Forestry Department. 2.Develop a network on human resources and social contacts in Tibet, coordinate with other NGOs present or interested in Tibet. 3.Identify local staff who are either qualified or have potential to work for WWF in future; build WWF's institutional capacity in Tibet. 4.Insure that all WWF-supported activities relevant to Tibet are integrated and coordinated, and facilitate the work of CPO programme staff and project experts. 5.Work with other CPO programme staff and partners to facilitate the development of WWF's Tibet conservation strategic plan. 6.Work with Tibet Forestry Department and other partners to develop project workplans and to organize project activities. 7.Organize and manage field projects, particularly in capacity building, Chang Tang management and southeast Tibet biodiversity conservation projects. 8.Monitor progress, gather relevant information and document WWF¡¯s work in Tibet in a timely fashion. 9.Prepare timely financial and technical reports on the above activities. 10.Identify new priority activities and partners for cooperative work in Tibet, develop concepts and proposals for new projects 11.Develop interactive and proactive communication materials for TBCP. 12.Facilitate TBCP communications work through liaison with 13.Develop necessary material and activities for fundraising. 14.Strengthen linkages between the WWF China Programme and governmental partners at various levels. 15.Strong language ability in English, Chinese and Tibetan.
